Back-to-school bonus, meal vouchers, pensions, fuel… What changes in September

Payment of the unique back-to-school bonus, new use of restaurant vouchers, evolution of the fuel discount, additional student grants or even a new rule for the home loan… Discover the new parts that await you from Thursday 1 September.

School will start again soon. When students return to school, many changes take place, like every beginning of the month, in the daily life of the French. To help them cope with inflation (6.1% a year in July, a level not reached since 1985), several measures in favor of purchasing power were maintained or expected this month. We examine these additions put in place by decree or within the framework of the purchasing power law and the amendment of the financial law for 2022, which was promulgated in mid-August.

Fuel Discounts

The discount on gasoline, which has cost 18 euro cents per liter since it was introduced by the government on April 1, will increase to 30 cents in September and October and then swell to 10 cents in November and December, according to the official website of the Public Life, according to an order published in the Official Journal on August 23. In addition, the TotalEnergies group also provides a discount of 20 euro cents per liter of fuel at the pump in September, October and November at all stations in its service, then 10 euro cents per liter for the rest of the year. .

TV license

After its elimination, the public broadcasting contribution, better known as the TV license fee, is no longer collected from the beginning of the school year. Its cost is €138 in mainland France and €88 in Overseas France. For monthly households, the amounts advanced for the 2022 tax will be paid in September (for taxpayers who no longer pay housing tax), in October or deducted (for 20% of households that still pay a portion of the housing tax), according to the Public Service.

Restaurant tickets, dinner chits, meal tickets

From 1er September, the upper limit for the use of meal tickets will be reduced from €19 to €25. In addition to this ceiling increase, restaurant vouchers can be used to pay for all food purchases until December 31, 2023, directly available (sandwiches, salads, fruits and vegetables) or not, until December 31 , 2023. On the other hand, the use of restaurant tickets on Sundays and public holidays will no longer be possible since July 1, 2022, unless employees are normally required to work on these days. Finally, the maximum value of the employer’s share of restaurant vouchers exempt from payments will increase from €5.69 to €5.92 from 1 September, and the maximum value of restaurant vouchers that provide social rights exemption increases from 11, €38 to €11.84 .

Retirement pensions

After the initial indexation to inflation of 1.1% in January, the basic retirement and disability pensions, the survivor’s pension, the solidarity allowance for the elderly (Aspa) and the additional allowance for (ASI) will experience further increases in 4%, ie an increase of 5.1% throughout 2022. It applies to pensions of retirees from the private sector, the civil service, special and self-employed, and corresponds to an increase of around fifty euros for on an average pension of €1,400. This revaluation with retroactive effect from 1er July will apply from the payment of the pension in August, which is paid on the 9th of September. The amount corresponding to the revaluation of the retirement pension for the month of July will also be paid on September 9, said the Public Service.

Back to school bonus

10.8 million low-income households should receive the back-to-school bonus, voted as part of the purchasing power law package of measures. No action is required to benefit from it. If it is not necessary to have children who are entitled to a payment of €100, this premium is increased to €50 per dependent child.

Beneficiaries of social minima and scholarship students will receive it from September 15. Those entitled to the activity bonus will receive it in the fall.

Family allowances and social minimum

Social benefits paid by the Family Allowance Fund (or the Mutualité sociale agricole) must also be increased by 4% with retroactive effect from July 1, such as the RSA (€598.54 compared to €575.52 previously), the RSO (€563.75 compared to €542.02 before), the AAH -allowance for disabled adults- (€956.65 compared to €919.86 before), but also all family benefits (allowances, premiums for birth or adoption , Paje…) as well as the activity bonus, which has already increased by 1.8% in April, like the RSA and the AAH. The first payment occurred on August 18, determines the Caf, or will occur during the monthly payment, on September 5.

Help at home

Also paid for by the Family Allowance Fund, personalized housing assistance (APL) has been increased by 3.5% with retroactive effect from July 1 to cover the increase in rents. The amount of the revaluation for the months of July and August will be paid to your lessor with the rights of September paid on September 26, lined up in Caf. Since July 1, a shield preventing the increase of rents to a maximum of 3.5% has been put in place for metropolitan France, with the exception of Corsica, which benefits from a specific system (2%). In Overseas France, the ceiling on rents is a maximum of 2.5%.

Student scholarships

The revaluation of 4% of student grants in social criteria at the beginning of the academic year was recorded, the Public Service recalled, adding that the advance payment of the monthly payment for September will take place at the end of August for students whose student social file, including administrative registration, is finalized before August 25th. Annual rates for 10 months distributed to students can now range from €1,084 for level 0 bis to €5,965 for level 7 (from €1,301 to €7,158 for students benefiting from the continuation of the grant for summer vacation). It was also decided to continue the €1 meal for non-disaster students throughout the academic year 2022-2023.
